Rice Lashes Out at Syria, Lahoud and Iran
U.S. Secretary of State Condoleezza Rice has accused Syria of involvement in activities to destabilize Lebanon's government and warned of "bad reaction" if President Emile Lahoud decided to dismiss the majority administration.
In an interview with the Kuwaiti daily Al Rai, Rice said: "We want a change in Syria's behavior. And we've made very clear that Syria, if it can find a way to be a stabilizing force in the region, rather than a destabilizing force, of course, then there would be much to talk about."

She accused Syria of "allowing its territory to be used for the transit of terrorists from Syria to Iraq."

"They're killing innocent Iraqis. Syria is engaging in activities that are destabilizing to the democratic government of Lebanon and resisting efforts there to deal with Lebanon's past, the assassination of (Former Premier) Rafik Hariri," Rice added. [ LINK ]

March 14 Alliance Accuses Syria of Smuggling Weapons to Lebanon
The  March 14 majority alliance on Tuesday accused factions affiliated with Syrian intelligence of smuggling weapons into Lebanon and distributing them to followers in several areas with the aim of destabilizing the country.

The alliance, which backs the government of Premier Fouad Saniora, said in a statement after a meeting of its follow up committee that such an alleged smuggling of weapons from Syria, which is banned by U.N. Security Council Resolution 1701, was aimed at "destabilizing" Lebanon. [ LINK ]

French Envoy to Discuss Lebanon with Tehran
France plans to send a special envoy to Iran to discuss "regional issues" including Lebanon and Israel's right to exist, the foreign ministry said Tuesday.
The ministry was reacting to an article in Le Monde newspaper according to which French President Jacques Chirac wishes to "put out diplomatic feelers to Iran".

According to Le Monde, Chirac "has decided to send a high-ranking envoy to Tehran to discuss the situation in Lebanon, where Hizbullah, supported by Iran, threatens the government of Prime Minister Fouad Saniora." [ LINK ]

Larijani Discussed Shiite-Sunni Understanding with Saudi Officials
Iran's top national security official said Tuesday he discussed with Saudi officials ways of improving understanding between Shiites and Sunnis in a bid to boost security in the Middle East.

Ali Larijani told Iran's state television he had discussed with his counterpart Prince Bandar bin Sultan "bringing more security to the region" and had also met with Foreign Minister Saud al-Faisal and King Abdullah.

His trip to Riyadh, details of which are still sketchy, came against a backdrop of bloodshed in Iraq between majority Shiites and minority Sunnis, as well as political tensions in multi-communal Lebanon. [ LINK ]

Interrogating Suspects In Bashir Gemayel's Assassination Set for February
The state security court on Monday set Feb. 1 a date to begin interrogation of two Lebanese citizens charged with involvement in the assassination of president-elect Bashir Gemayel 24 years ago.
The date was set by judge Antoine Kheir, head of the Judicial Council, which is the court entrusted with cases related to state security.

The brief statement said Habib al-Shartouni and Nabil Alam, both at-large, should report to the court for interrogation on Feb. 1.

Failing to do so, they will be tried in absentia.

Gemayel was assassinated by a major blast that ripped through the Phalange Party office in Beirut's Ashrafiyeh district in September 1982 before he took the oath to assume the presidency.

Shartouni, a member of the Syrian Social National Party (SSNP) was jailed pending trial until Oct. 13, 1990, when Syrian forces invaded the then Christian enclave. He mysteriously vanished from the central Prison in Roumieh and his whereabouts remain unknown. (naharnet)

Lebanese can identify with the late and great Dr. Martin Luther King - because as he struggled for Freedom and equal rights; the Lebanese today struggle for the same cause. The Cedars Revolution remembers Dr. Martin Luther King today for what he gave to the American people, and the Lebanese are hopeful that the Cedars Revolution continues and gives to the Lebanese what is enjoyed in the United States - Freedom, Independence and Democracy.

6 Months since the Ceasefire - What have we achieved?

John Bolton - now a private citizen at AEI, described where we are at now with Lebanon and UN1701.

I have to say I am going to give you a pretty discouraging answer on that point. I think that the enhanced UNIFIL which was agreed to with a lot of fanfare as part of  resolution 1701 has not been successful in fully accomplishing the mission that we wanted to give to it. There's no doubt Syria and Iran have very substantially resupplied and rearmed Hezb'Allah. The UNIFIL people have done essentially nothing about it. Those shipments across the Lebanese Syrian border have been reported by the UN itself not something that comes just from the United States.

It could be we are coming to a day of reckoning here on resolution 1701 and  whether  the cessation of hostilities that was established between Hezb'Allah and Israel is going to remain acceptable.

I would hope the United States in the near future begins to take the next step that we made a conscious decision not to make in 1701 and that is disarming Hezb'Allah.

The unspoken premise of 1701 was first you stop them from getting external assistance by imposing an arms embargo but then the next step is to disarm Hezb'allah  and we have not done anything on that. We are at the point , we have got to move to that second step.

The Cedars Revolution supports this democratically elected Government of Prime Minister Fouad Siniora. The belief and support is in the democratic process and its institutions and principles.

The problem with the opposition and the current sit ins in Lebanon is that they are in direct conflict with the principle of respect for the Governments democratic institutions and processes.

The Parliament is a place where democratically elected members can present a case, the parliament votes on it and it either gets implemented or it doesn't.

Nabih Berri is preventing a session from taking place in the parliament, despite the fact that over 70 parliament members (more then 2/3) have signed a petition asking for a parliament session to discuss the latest concerns in Lebanon. By Law he must hold a parliament session, but he refuses.

Lebanese Officials must respect the democratic process and its principles.

We urge this Democratically elected government of Prime Minister Siniora to take the Lead at this time of crisis and work vigorously to continue to respect the current laws in Lebanon - a Parliament Session must be held - With or Without the Speaker (the Deputy Speaker has already stated that a parliament session must take place and he will hold it if the Speaker refuses), and to respect the international resolutions that Lebanon has committed to - namely to continue to implement UNSCR 1559/1701.

Lest we forget! WE WILL NEVER FORGET! AND WE MUST LEARN FROM THE PAST TO PROGRESS!

At 6 months time - we ask the Lebanese not to forget that we are under attack today in Lebanon - by the Governments of Syria and Iran. And at this point let us not forget what has happened in the past and what they want to happen in the future.

From the Mehlis report. This is how Syria ruled Lebanon and turned Lebanese people against Rafik Hariri. Some bloggers are speculating that Mr X might be Nabih Berri.
The structure and organization of the Syrian and Lebanese intelligence services in Lebanon at the time of the blast, including protocols for reporting, shows a pervasive impact on everyday life in Lebanon.

Good examples of this are documents collected from the former Syrian Intelligence post, Villa Jabr, at Bologna Forest, Lebanon and an intercepted telephone conversation between Brigadier General Rustum GhazaliGeneral Ghazali and a prominent Lebanese official on 19 July 2004, at 0945 hrs

“Ghazali:I know it is early but I thought we should keep up you posted. The President of the Republic told me this morning that they are two to rule the country the Prime Minister and him. He said that things cannot continue this way. The Prime Minister is always irritating him and we are always shutting him up and yelling at him. He made it clear he cannot continue this way.

X: Take it easy on me. Can you appoint a new Government at this time?

Ghazali: Yes we can appoint one. What could be the problem? We can name Botros Harb.

X: Let’s speak it over. Take it easily. I have to take into consideration the best interests of Syrian and Lebanon.

Ghazali: We are keen on Syria’s best interest but I am now talking about Rafik
Hariri.

X: So, the decision is taken.

Ghazali: I wish to tell you one thing. Whenever we need to speak to Hariri we have to suck up to him and he does not always answer.

X: To hell with him. What do I care about him?

Ghazali: What do I care about him? The President can’t stand him so why should I?

X: Fine, may he rot in hell …

Ghazali: No. Let him be the laughing stock and be pointed at as the person who ruined and indebted the country. Let the people take the street in Koraytem and Solidere; let the manifestations continue until he is forced to resign like a dog.

X: What about another option. I send him a message saying: Resign God damn it.

Ghazali: No, don’t send him a message or else he will say they forced me to resign. Let the street … you know what I mean. Or else he will use this as a bargaining card with his American and French masters.

X: So shall we leave things to the street?

Ghazali: This is better.

Jouzou calls Berri claim 'dangerous declaration'

Mount Lebanon Mufti Sheikh Mohammad Ali Jouzou said Sunday that Speaker Nabih Berri's claim that the current government was illegitimate "was a dangerous declaration." Jouzou said he was sad that "wise" Berri would adopt the stands of "foolish" Hizbullah. Jouzou said it was "intolerable" for Berri to jeopardize the legislature and block Parliament from convening. Addressing Berri, Jouzou said: "The highest tree has the greatest fall."

Aoun must examine consequences of partnering with Hezbollah: Welsh

BEIRUT, Lebanon - U.S. Assistant Secretary of State for Near Eastern Affairs David Welch has criticized Michel Aoun for his alliance with Hezbollah, recommending that the former general examine the consequences of this partnership. "Unfortunately, we don't understand General Aoun's position. He supported a party which has a militia that fought a war in the summer," Welch said in an interview with Kalam el-Nas on LBCI television late Thursday. His remarks were instantaneously translated into Arabic through an interpreter.
He was referring to the July-August war between Hezbollah and Israel which was sparked by the kidnapping of two Israeli soldiers in a cross-border Hezbollah raid.

Welch said Aoun should "very precisely examine the consequences of his partnership with those people (Hezbollah)."

On the Hezbollah-led open-ended sit-in to topple Prime Minister Fouad Saniora, Welch said he believes that the opposition's stands are not united.

However, Welch urged the rival political parties to resume "democratic talks on the future situation in Lebanon."

Responding to charges by Syrian Vice President Farouk el-Sharaa in which he accused Washington of seeking instability in Lebanon, Welch said: "Sharaa is an expert on instability and interference in Lebanon, but he is wrong with regard to the United States policy."

"Syria's influence in Lebanon is still obvious, and the problem is not with the United States policy," Welch added. His remarks were published in Arabic by several Lebanese newspapers on Friday. -Naharnet

March 14 present petition for extraordinary parliamentary session
BEIRUT, Lebanon - The March 14 coalition presented on Friday a petition calling for the opening of an extraordinary parliamentary session to approve a Special International tribunal for Lebanon to try suspects in the murder of ex-Premier Rafik Hariri and related crimes.

A delegation from the parliamentary majority March 14 Forces turned in the petition, signed by more than 65 legislators, to Parliament's Secretary-General Adnan Daher.

Parliament convenes twice a year in two ordinary sessions -- the first starts mid-march until the end of May and the second from the middle of October through the end of December.

Article 33 of the Constitution confirms that extraordinary sessions can be held at the request of "an absolute majority" of the parliament. Naharnet

Lebanese soldier wounded in clash with Jund al-Sham

SIDON, Lebanon - A Lebanese soldier has been wounded when the army clashed with an Islamist group outside a Palestinian refugee camp in a dispute over a veiled woman, witnesses and the security services said.
Shooting broke out between soldiers at an army post and members of Jund al-Sham, a small Islamist movement that has clashed with the Lebanese army in the past.

Witnesses said gunfire broke out after an argument between a soldier and a veiled woman in a car at the entrance to the Ain el-Hilweh refugee camp, near Sidon in the south of Lebanon Thursday.

The woman had refused to remove her veil and called for help to the group, which then shot at the army post -- prompting the soldiers open fire in response.

An army spokesman confirmed there had been an incident "in the Ain al-Hilweh camp area" in which an anti-tank rocket was fired at an army position, wounding a soldier. -AFP
